On transfer of BPOs from BOI to PEZA:

No one is forcing anybody to transfer from one IPA to another. But BPOs are already shifting to BOI, under the domestic enterprise scheme, because it allows them to avail of tax incentives without the burden of complying with export requirements. 

No one is also saying one IPA has better incentives than the other. That’s completely missing the point. The point is that PEZA’s focus is by design exports. 

The decision to shift from one IPA to another is purely a business decision. And several BPOs are already taking it considering that decision. It’s a terribly bad idea not to manage the transition or to help businesses navigate it, as has been my point from Day One.
